The RF circuit used on the Locomotive Control Unit is putting out a signal using a protocol based on the international IEEE 802.15.4 Wireless Personal Area Network (WPAN) standard to structure how messages are sent wirelessly. Part of the message put through is the payload. Using an analogy of postal communications, 802.15.4 is like the envelope for the payload, which contains things like an address and other details.
